Uganda Police Arrest 15 Over Primary Leaving Exams Malpractice In Greater Masaka Region

Uganda Police in the Greater Masaka Region registered several cases of examination malpractice during the ongoing Primary Leaving Examinations held on 3rd November 2025. The following incidents were recorded in different districts.

Masaka District

Eight teachers were arrested for examination malpractice at St. Kizito Butenzi Primary School. The suspects include Ngobya Jackson, Kavuma Ashiraf, Juuko Misaaki, Kyusa Ronald, Mubiru Isma, Ssempijja Michael, Turyasingura Adam, and Waiswa Sharif. The teachers were caught red-handed writing answers for candidates and coaching them on how to approach Social Studies questions. Evidence was obtained at the scene to support the case.

Rakai District

Katende Noah was arrested at St. Raphael Mbuye Primary School for impersonation. The suspect falsely presented himself as a UNEB scout when he was not officially recognized as one.

Masaka City (Kimanya–Kabonera Division)

Mr. Asiimwe Robert is currently on the run after attempting to bribe a UNEB monitor in an effort to influence the examination process.

Kyotera District

Six UNEB officials were arrested for examination malpractice at Kyotera Central Primary School. The suspects include Mulindwa Sulait (invigilator), Nansango Sylvia (invigilator), Nasamula Annet (chief invigilator), Ssekitoleko Gonzaga (invigilator), Nakityo Harriet (invigilator), and Lubega John (scout).

The arrests followed the discovery of a candidate in possession of a small paper containing Social Studies examination answers during an abrupt inspection. All suspects are currently in police custody as investigations continue.

Uganda Police, in collaboration with Uganda National Examinations Board remains committed to upholding the integrity of national examinations. We caution all stakeholders to desist from any acts that compromise the credibility of the examination process.
