A New Era For UPDF: Gen. Muhoozi Drives Vision For High-Tech, State-of-the-Art Defence Defence Headquarters

Since assuming office as Chief of Defence Forces of the Uganda People’s Defence Force Chief of Defence Forces (UPDF) in March 2024, General Muhoozi Kainerugaba has placed infrastructure modernisation at the centre of his command agenda, with particular emphasis on transforming the headquarters of the Uganda Peoples’ Defence Forces into a state-of-the-art command and coordination hub.

Driving a New Era at Defence Headquarters

One of the flagship projects under his tenure is the construction of a modern joint headquarters for the Ministry of Defence and Veteran Affairs (MoDVA) and the UPDF in Mbuya, Kampala. The facility is designed to consolidate strategic command functions, improve inter-departmental coordination, and align Uganda’s defence management systems with contemporary global standards.

General Muhoozi who also doubles as the Senior Presidential Adviser for Special Operations personally presided over the groundbreaking ceremony in August 2024, signalling the strategic importance he attaches to the project.

A year later, during an inspection visit in September 2025, he found the twin-building complex nearing 50 percent completion and directed the UPDF Engineers Brigade to fast-track the works and deliver the project within 11 months.

During the inspection, he emphasised efficiency, accountability, and timely delivery, underscoring that the headquarters must reflect the professionalism and operational readiness of a modern army.

He was accompanied by senior defence officials, including Chief of Joint Staff Lt Gen Jack Bakasumba and MoDVA Undersecretary Edith Butuuro, as engineers briefed him on progress. Lead engineer Lt Col Robert Chabo confirmed that the buildings had reached the third level, with two additional floors pending before structural completion.

The CDF Is Eyeing A Technology-Driven Command Centre

The future headquarters is expected to integrate cutting-edge communication systems, advanced security architecture, and digital command infrastructure. According to the CDF, such facilities are critical for enhancing joint operations, intelligence coordination, logistics management and rapid decision-making in an increasingly complex security environment.

Under Gen Kainerugaba’s leadership, the UPDF Engineers Brigade has taken a frontline role in executing strategic infrastructure projects internally, an approach that reduces costs, builds institutional capacity and strengthens self-reliance within the force.

Broader Reform and Regional Outlook

Beyond infrastructures in Uganda, Gen Muhoozi’s tenure has been marked by efforts to enhance operational capability, promote regional military cooperation, and support youth-centred development initiatives aligned with national stability goals.

However, the modernisation of Defence Headquarters remains one of the most visible symbols of his command philosophy professionalisation, technological advancement, and structural efficiency.

Once completed, the new MoDVA-UPDF headquarters is expected to stand not only as an administrative centre but also as a landmark statement of Uganda’s evolving military doctrine and long-term defence transformation strategy.

According to observers, the rising structure in Mbuya signals a deliberate shift toward a modern, digitally enabled defence establishment with more modern infrastructures in the pipeline under Gen Muhoozi Kainerugaba’s stewardship.
