Rwanda Unveils Rwf 7.8 Trillion Budget Focused On Agriculture, Jobs And Economic Growth

Rwanda’s Minister of Finance and Economic Planning, Yusuf Murangwa, has presented a proposed Rwf 7.796 trillion national budget for the 2026/2027 fiscal year, marking a 12 percent increase compared to the revised Rwf 6.952 trillion budget for 2025/2026.

The budget was tabled before a joint session of the Chamber of Deputies and the Senate, with the government outlining plans to accelerate economic transformation through investments in agriculture, industrialization, infrastructure, and job creation.

Murangwa told lawmakers that the proposed budget was designed with consideration for ongoing global economic uncertainties while maintaining Rwanda’s commitment to sustainable growth and resilience.

Agriculture and Economic Transformation Prioritized

The government plans to channel significant resources into productive sectors, particularly agriculture, irrigation projects, manufacturing, and initiatives aimed at creating employment opportunities.

Of the total budget, Rwf 5.274 trillion is expected to come from domestic revenues, while Rwf 548.3 billion will be financed through grants and Rwf 1.974 trillion through external and domestic borrowing.

A total of Rwf 3.011 trillion has been allocated to development projects, while Rwf 4.786 trillion will fund recurrent government expenditure.

Economic transformation remains the government’s top priority, receiving 63 percent of the national budget, equivalent to Rwf 4.901 trillion. These funds will support agricultural modernization, expansion of electricity and water networks, sanitation services, transport infrastructure, urban development, and housing initiatives.

Additional investments will target climate resilience, industrial development, export growth, financial sector expansion, and employment generation.

Social Services and Governance

Meanwhile, Rwf 1.184 trillion, accounting for 15 percent of the budget, will be dedicated to governance and public administration. This includes improving public service delivery, strengthening public financial management, enhancing justice and security institutions, preventing crime, and advancing economic diplomacy.

Parliamentary Approval Process Underway

The draft budget received unanimous support in the Chamber of Deputies, with all 65 lawmakers present voting in favor of the proposal. The bill will now be referred to the relevant parliamentary committees for detailed scrutiny before final approval.

If adopted, the 2026/2027 budget will become Rwanda’s largest ever, reflecting the country’s continued focus on economic growth, infrastructure development, and improving the welfare of its citizens.
