Anti Corruption Unit Arraigns KCCA Officials And Land Dealer Over Munyonyo Land Title Fraud

State House Anti Corruption Unit working with Criminal Investigations Directorate of the Uganda Police Force and Office of the Director of Public Prosecutions has today arraigned three officials attached to the Kampala Capital City Authority Ministry Zonal Office and a land dealer before the Anti-Corruption Court on charges relating to Abuse of Office Criminal Conspiracy, Forgery and Fraudulent Procurement of Title.

The accused are:
1.Wasswa Charles Jude, Principal Assistant Secretary;
2.Agaba Ronah, Government Valuer;
3.Achom Esther, Data Entry Clerk; and
4.Kizito John, Land dealer.
The accused have been remanded until 29th October, 2026.

Prosecution alleges that in 2024, the accused conspired to abuse their respective positions and authority to irregularly procure a special certificate of title and facilitate the fraudulent transfer of land comprised in Kyadondo Block 255, Plot 532, at Munyonyo, Kampala District, measuring approximately 0.2020 hectres, belonging to Mulebeke James.

Investigations established that Kizito John initiated the fraudulent acquisition of the land by providing documents for the processing of a special certificate of title without the knowledge or consent of Mulebeke James, who has been the registered proprietor of the half-acre plot in Munyonyo since 2011.

Achom Esther allegedly received the land transaction documents and forwarded them to Wasswa Charles Jude, who facilitated their processing. The said documents were never received at the MZO officially.
The application for the special certificate of title was irregularly made using forged documents.

Wasswa Charles Jude allegedly used his position to influence Nabukeera Madinah, a Registrar of Titles at KCCA MZO, to issue the special certificate of title without the registered proprietor appearing for identification, claiming he knew the Applicant.

Investigations also revealed that Madinah subsequently approved the transfer of the land to Kizito John without the registered proprietor appearing for identification and without verifying the authenticity of the national identity card, payment receipts of stamp duty and registration fees.

Investigations further established that Agaba Ronah valued the land at UGX 200 million, significantly below its prevailing market value that is more than 600 million.

Mulindwa Jude Tadeo, a Government Valuer, processed the transaction without payment of the requisite stamp duty.

The accused are alleged to have participated in a criminal conspiracy involving the irregular issuance of a special certificate of title and fraudulent transfer of land, thereby prejudicing the interests of its rightful owner.

Criminal summons have been issued to Nabukeera Hamida and Mulindwa Jude Tadeo.
