Full Details! Uganda National Examinations Board PLE 2025 Results
First Lady and Minister of Education and Sports Janet K Museveni officially released 2025 Primary Leaving Examination Results at State House Nakasero.
Mama Janet said “With the renewal of the mandate of the NRM government by the people of Uganda, UPE shall continue to play its role in expanding access to basic Education for all”
Education Minister noted that Subject Performance (Grades 8 & Above) In 2025, candidates performed best in English (91.9%), followed by Integrated Science (90.5%), Mathematics (88.9%), and Social Studies (86.7%).

Across all four subjects, about two-thirds of learners (≈67%) were at medium ability level, while about 16% were at lower ability level showing gaps in mastery and application.

𝐏𝐋𝐄 𝐑𝐄𝐒𝐔𝐋𝐓𝐒 𝐑𝐄𝐋𝐄𝐀𝐒𝐄 Higher-ability performance by subject:
- English – 18.5%
- Mathematics – 16.4%
- Social Studies – 15.9%
- Integrated Science – 15.6%
Uganda National Examinations Board (UNEB) Executive Director Dan Odongo commended Examiners and curriculum specialists for the overall quality of the examination papers administered. The papers clearly reflected the paradigm shift towards competency-based learning, with questions designed to assess learners’ ability to apply knowledge and skills.
However, Odongo added on and said ”it was noted that some teachers—particularly in Social Studies and Religious Education—have not fully adjusted their teaching approaches to align with this shift. As a result, many candidates experienced difficulty responding to questions that required the application of knowledge, especially in relation to their communities and the country at large.”
Odongo noted ”this partly explains the decline in performance in these subjects compared to 2024. Examiners also highlighted the negative impact of materials developed and circulated by so-called examination bureaus shortly before the examination. Such materials were misleading and adversely affected candidates’ preparedness and performance.”

A total of 817,883 candidates from 15,388 examination centres registered for the 2025 Primary Leaving Examination (PLE), compared to 797,444 candidates in 2024. Of this total, 522,036 candidates (63.8%) from 11,525 centres were Universal Primary Education (UPE) beneficiaries, while 295,847 candidates (36.2%) from 3,863 centres were non-UPE candidates.
Odongo outlined the overall Performance of Special Candidate Groups.

Prison Inmates
At Uganda Government Upper Prison School, Luzira, a total of 61 candidates were registered in 2025, compared to 71 candidates in 2024. Of the 61 registered candidates, 58 sat for the examination, while 3 were absent. Performance results show that 4 candidates obtained Division 1, 27 attained Division 2, 13 attained Division 3, 5 attained Division 4, and 9 candidates were ungraded.
Mbarara Main Prison Inmates Primary School
40 candidates were registered. Of these, 39 candidates sat the examination, while one candidate was absent. The results indicate that 7 candidates obtained Division 1, 15 attained Division 2, 10 attained Division 3, 5 attained Division 4, and 2 candidates were ungraded.
Odongo noted that examination malpractice has taken on a more brazen and troubling form. In some instances, scouts and invigilators have reportedly been bribed or threatened with physical harm by school directors and headteachers to allow teachers to assist candidates directly within examination rooms.
Honourable Minister, as earlier noted by the Chairperson, it is regrettable that some officers within District Education Offices, who should be key partners in safeguarding examination integrity, have become complicit in these and other unprofessional acts.
Odongo expressed sincere appreciation to the dedicated Security Team, which has worked tirelessly to investigate and manage cases of examination malpractice. In accordance with Section 5(2)(b) of the UNEB Act, Cap. 259, the Board will withhold the results of affected candidates pending the completion of investigations.

Where a prima facie case is established, the Board’s Tribunal, also known as the Examinations Security Committee, will accord all affected candidates a fair hearing before final decisions are made. This year, most of the withheld cases have originated from the districts of Kisoro, Kampala, Mukono, Namutumba, Kassanda, Buyende, and Kaliro, among others. I would, however, like to commend the leadership of Kyenjojo, Kabarole, and Bundibugyo districts, where a notable improvement has been observed.
In particular, due to firm action taken by the Chief Administrative Officer of Kyenjojo in 2024, no cases of examination malpractice have been reported from the district this year.
𝐔𝐏𝐄’𝐬 𝐑𝐞𝐚𝐜𝐡 Of the 817,883 candidates, 522036(63.8%) were UPE beneficiaries while 295,847(36.2%) were non UPE. This is a great impact, as UPE has greatly improved access to Education in Uganda.

There has been 𝐈𝐧𝐜𝐫𝐞𝐚𝐬𝐞 𝐢𝐧 𝐂𝐚𝐧𝐝𝐢𝐝𝐚𝐭𝐮𝐫𝐞, total of 817,883 candidates registered compared to 797,444 candidates 2024.
