Expose the Corrupt! Ex-Isingiro Engineer Asaph T. Abenaitwe Remanded Over Ugx.614m Road Scam

State House Anti-Corruption Unit working with Criminal Investigations Directorate of the Uganda Police Force and Office of the Director of Public Prosecutions has arraigned Eng. Asaph T. Abenaitwe, former District Engineer of Isingiro District, who is now an Assistant Commissioner at the Ministry of Education and Sports before the Anti-Corruption Court on charges of Abuse of Office.

He has been remanded until 15 October 2026. The accused and others still at large allegedly committed the offence on various dates between 2022 and 2024 in Isingiro District, while he was serving as District Engineer and Project Manager of Isingiro District Local Government.

It is alleged that, in abuse of the authority of his office, he carried out an arbitrary act prejudicial to the interests of his employer, Isingiro District Local Government, by certifying payment of over UGX 614 million to M/S Prime Contractors Limited for the construction of eight (8) sealed roads measuring 7.09 kilometres in Isingiro Town Council under Contract No. ISIN560/USMID WRKS/21-22/00001/Lot 1.

He allegedly certified the payment knowing that the works had not been completed and that no Taking-Over Certificate, Defects Liability Certificate or Final Completion Certificate had been issued.

The arrest and arraignment follow the continued “Expose the Corrupt” National Campaign, spearheaded by the Minister of Local Government, Hon. Balaam Barugahara, to strengthen accountability and address corruption in Local Governments.
