Rwanda Orders 30% Of New Government Vehicles To Be Electric

Ministry of Infrastructure Rwanda has directed all public institutions to ensure that at least 30% of newly purchased vehicles are electric, as part of the country’s push toward cleaner and more sustainable transport.

The directive was issued in an official letter signed by Jean de Dieu Uwihanganye and addressed to chief budget managers across government institutions.

In the letter, the ministry explains that the move is aligned with Rwanda’s broader strategy to reduce dependence on petroleum products and meet its environmental protection targets—especially in the transport sector.

“All public institutions are required to ensure that at least 30% of vehicles purchased are electric, effective from the date this letter was signed,” the statement reads. “This measure aims to reduce greenhouse gas emissions, cut fuel consumption, and promote sustainable and environmentally friendly transport systems.”

The ministry further emphasized that all institutions must integrate this 30% electric vehicle requirement into their procurement plans. Any exceptions must be clearly justified and approved in advance by MININFRA.

This decision comes at a time when Rwanda, like many countries, is facing rising fuel challenges driven by global instability and supply disruptions. It also reflects growing efforts to prepare for a future where fossil fuels may become less reliable.

Under its five-year government program (2024–2029), Government of Rwanda has committed to expanding the use of electric mobility solutions as part of a wider plan to build a greener economy.

The policy is expected to accelerate Rwanda’s transition to clean energy in transport, while positioning the country as a regional leader in environmentally responsible mobility.
