Uganda Communications Commission (UCC) has responded to growing concerns from government and the public over the disorderly installation of fibre infrastructure, particularly utility poles in many parts of the country, including the Greater Kampala Metropolitan Area.
In a bid to restore order and improve the appearance of urban spaces, Commission has directed telecom operators and other stakeholders to coordinate the deployment of infrastructure. The move is intended to eliminate duplication, reduce clutter and ensure a more organized rollout of communication networks.
To reinforce compliance, UCC working with industry players introduced a new Framework for Optical Fibre Installation, Maintenance, Protection and Disposal, which came into effect on January 1, 2026. The guidelines require operators to secure approval for their fibre deployment plans before installation, ensuring safer and more efficient infrastructure development.
The Commission also highlighted the importance of local governments in aligning telecom infrastructure with broader urban planning efforts. It urged that fibre networks be properly integrated into road construction and other civil works.
While encouraging the shift toward underground fibre installation to enhance safety and preserve city landscapes, UCC cautioned contractors to handle civil works carefully to avoid damaging existing networks, which can lead to service disruptions.
The Commission reaffirmed its commitment to collaborating with government agencies, local authorities, and industry stakeholders to build a well coordinated and future ready telecommunications system across Uganda.
