Uganda Communications Commission (UCC) is mandated by the Uganda Communications Act, Cap 103, to regulate the Communications sector, which includes telecommunications, broadcasting, radio communication, postal communications, data communication and infrastructure in Uganda.
As internet access continues to grow rapidly across Uganda, demand for access and affordable connectivity has spurred new business ventures. While this expansion is welcome, it is vital to recognise that providing public internet services requires adherence to national laws and regulations so as to protect consumers and ensure the integrity of our communications ecosystem.
Unlicensed operators have been found installing telecommunications equipment to provide unauthorised Wi-Fi hotspot services, in contravention of this regulatory framework. These illegal installations pose significant risks to consumers and compromise the integrity of critical communications infrastructure.
Licensing internet service providers is more than just permission to operate. It requires adherence to strict quality standards, safeguarding consumer information, providing customer support, and complying with cybersecurity regulations.
Those operating without a licence expose consumers to unreliable services, potential data privacy violations, cyber threats, and limited options for redress should complaints arise.
The Uganda Communications Commission, in collaboration with licensed Internet Service Providers (ISPs), licensed operators and relevant government agencies, announces targeted enforcement against illegal public WiFi providers.
This enforcement initiative aims to ensure that all public internet service providers operate within the established legal and regulatory framework and uphold the same standards of accountability and reliability. The goal is to foster a safe digital environment in which all users can trust the services they receive.
Individuals and businesses currently offering unsanctioned services should regularise their operations promptly or cease services altogether. We encourage consumers to seek internet services only from licensed providers or their authorised agents to ensure security and reliable support.
